Ministry launches anti-corruption plan

KOTA KINABALU: The Ministry of Industrial Development (MID) yesterday launched an Organization Anti-Corruption Plan (OACP) 2021-2025 in effort to strengthen governance, integrity and anti-corruption of the ministry.

Deputy Chief Minister cum Industrial Development Minister Datuk Dr Joachim Gunsalam said the OACP would be adopted by the ministry and its agencies in response to the government’s call to enhance governance, integrity and anti-corruption.

“This is aligned with the vision of the National Anti-Corruption Plan (NACP) 2019-2023, that is to ensure that Malaysia is known for its integrity and not corruption,” he said when launching the plan at the ministry here on Thursday.

To achieve the ministry’s vision to be known as a leader in cultivating integrity and transparency, Dr Joachim said the OACP has outlined five main strategies that spanned over five years from 2021 to 2025.

The main strategies include to improve effectiveness and transparency in enhancing entrepreneurship development; reinforce competency, integrity and credibility as a liaison between the government and agencies; elevate the competency of officers and transparency in financial administration; empower good corporate governance services; and strengthen accountability and integrity of stakeholders.

“A total of 35 initiatives have been identified to improve the quality of the ministry’s delivery system.

“The initiatives were identified based on their expected impacts to significantly reinforce anti-corruption, good governance and integrity in MID,” said the Kundasang assemblyman.

To ensure the vision and mission of the plan are realized, Dr Joachim said the Anti-Corruption Committee (JAR) at the ministerial level has been empowered to monitor the implementation of OACP and identify the challenges in execution.

“I urge all agencies under the purview of the ministry to formulate their own anti-corruption plans to improve the anti-corruption management system in their respective organizations.

“It is my hope that the MID’s OACP 2021-2025 will be complied with to enhance transparency, efficiency, accountability and governance of the ministry, as well as to cultivate a zero-corruption work culture by adhering to the law, regulations and directives.”

In addition, Dr Joachim also urged the ministry’s staff to improve the quality and efficiency of their delivery system so that the initiatives under the OACP framework could be carried out within five years.

“I believe the implementation of OACP will improve the performance of the public sector and credibility among the people.”
