Mayor: Stallholders must produce proof of full vaccination before resuming trading

KUCHING (July 11): Kuching South City Council (MBKS) proposes that all stallholders, vendors and their assistants at markets and hawker centres must produce documentary proof of full vaccination before resuming operations.

“They must produce documentary proof that they have completed two doses of Covid-19 vaccination before they can continue to trade in the council’s markets and hawker centres,” said Mayor Dato Wee Hong Seng during a Facebook live session yesterday.

Wee said the proposed additional policy conditions to be submitted to the state Ministry of Local Government and Housing would also include that all visitors and customers to markets and hawker centres under the jurisdiction of MBKS must also produce documentary evidence of full vaccination prior to entry.

He explained the additional policy conditions were proposed due to the challenges posed by Covid-19 pandemic and the intention was to protect the wellbeing of the whole community.

“As for additional licensing condition for other businesses or trading activities licensed by MBKS, all licensees and their staff shall also produce documentary proof that they have completed two doses of Covid-19 vaccination before they can continue to conduct their respective business and/or trading activities.”

In the event that a licensee had been issued a compound notice for violation of guideline or standard operating procedures (SOP), Wee proposed for the licensee to cease trading for 14 days before the business is allowed to reopen.

“If the licensee is issued with another offer to compound notice for a similar offence (of SOP violation), his or her license shall be revoked and he or she must cease trading with immediate effect.”

Wee also proposed that anyone wishing to organise any event, activity, gathering or social interactions in any of the buildings or facilities managed by the council must obtain prior permission before doing so.

Wee added he was now soliciting for public opinions on the proposed additional policy conditions.

“If they have a better suggestion, we could consider. All these proposed measures are just our collective responsibility as a society to combat the pandemic.”

On separate note, Wee believed the state could enter Phase Two of the National Recovery Plan (NRP) if the local new Covid-19 cases remained under control.
